Child Inc serves the young children of low-income families residing in Travis County.  For ISD collaboration classrooms in Austin, Del Valle and Manor, families must reside in Travis County and enroll their child in participating Pre-K classroom within the school.

Ages Served

  • Home Based Early Head Start  is designed to serve infants and toddlers ages 6 weeks to 36 months.
  • Child Inc Center Based Early Head Start serves children 8 weeks to 36 months.
  • Child Inc Center Based Head Start serves children ages 3-4 (by September 1 of program year)
  • Child Inc School Collaboration age requirements are determined by the district in which the classroom is located (3-4 years old).

Income Eligibility Requirements 

Families whose income falls at or below the poverty guideline for the preceding 12 months or the previous calendar year are income-eligible for Early head Start and Head Start Services. Head Start Performance Standards require that at least 90% of enrolled participants meet federal poverty income guidelines. If space remains available after income-eligible applicants are enrolled, eligibility can be extended to families with incomes at or below 130% of the poverty guideline. The Office of Head Start (OHS) is including receipt of Supplemental Nutrition Assistance Program (SNAP) benefits in the interpretation of “public assistance” when determining Head Start eligibility.

Additional Eligibility Options

Children in foster care or kinship care; homeless families (as determined by McKinney-Vento guidelines); and families receiving Supplemental Security Income or Temporary Assistance to Needy Families are eligible, regardless of income.

Up to 10% of families may be over-income if special circumstances warrant enrollment. Most of these slots are filled with children with formally diagnosed disabilities.

At least 10 percent of Head Start’s enrollment is dedicated to children with disabilities or other special needs. Specially trained staff members work closely with community agencies to provide services to disabled children while simultaneously providing them with an integrated, developmentally appropriate early childhood experience within the Head Start classroom.

  • Parent/guardian photo identification (driver’s license, state identification card or passport)
  • Proof of residency (utility bill in parent/guardians name)
  • Proof of child’s age (birth certificate)
  • Updated child immunization records
